HELP! Property taxes doubled on my duplex

I've been paying 2,500 a month for my duplex. Last month I went online to pay my mortgage and discovered the bill changed to 3,200. When I called the company and they informed me that there is a 4k shortfall in my escrow so they raised my monthly payment. Apparently my property taxes have doubled. Once my shortfall is to be paid off, my new monthly bill will be around 2700. How is this possible? Can this be contested?

So here is the timeline..

2015 - bought duplex for 455k with FHA

2016 - did shotgun refinance to lower my interest from 4 to 3.25

2017 - fins out I have shortfall and my monthly payment had increased.

Your property taxes can't double unless their is a change of ownership. Research Proposition 13 limits tax increases to 2% per year. I would call the LA Treasurer and Tax collector.
