@Rob Botelersince you are looking for specifics on one county, you may not get a solid answer, so my thought is go to tax office and ask them, they will have the answers - thats how I started and it served me well.

The loan officer at the bank has looked into every avenue he can think of but we are stuck for 60 days until we can get two full monthly statements with my wife's name on it.

I have zero investing experience.Background...After speaking with a loan officer she suggested an agent that has worked with investors.  

I would suggest talking to a loan officer at your local bank to see what FHA product you may be able to qualify for. 

Is there a good community on this site of investors that do office, retail & industrial investments? 

Unless I get a police report for a noise complaint no one was in violation of their lease and there was nothing I was going to do.
