Even if you start now, you may struggle to find anything in the MSA except in the border counties, 25+ miles from the city.  

I can live with that but it is a gamble.

Bryan,I agree 100% the value of a neighborhood spills outside its physical borders.

You can get 1.5% deals with better laws right over the border in Indiana in markets secondary to Chicago and this is where I've made my portfolio! 

@Karim Karawia, I suggest to calculate your minimum cash flow requirements:- unless it generates more cash than it costs - it's not an investment - it's gambling.

There are a lot of people from the PNW - I'll include you even though you're over the border.
