I'd assume the best way to obtain this information is to physically see the property and to inquire with landlord, but what would be some indicators and measures to consider when analyzing on the surface? 

My question is, should I continue to look at properties (numbers/physically) while I am actively submitting offers?

I usually target properties that have an owner address that's different from the physical address.

In our contract, we state that tenants are responsible for any damages they cause including ones out of negligence.

They should’ve insured the property lines as well and you might have a claim for any loss or damages.

This way you know the current condition of the unit, and any damages, for when they move out.
