The realtytrac article is a good one and I do see that Clayton, Sandy Springs, Bibb and Marietta are good places that have seen a positive rental returns.

Food and water are also basic human needs, and neither are free.

There are probably gas and water liens to go along with the property liens.

You would need appraisal and/or inspection to make educated offer, 15K sounds too high with tax lien, the next thing you know there is 1K water bill, or some other problem :), these type of houses I would make low-ball offers.
