This seems like a likely foundation problem but even if the foundation were repaired could the house, maybe through proper bracing be made reasonably plumb?

The following week I had too enter that unit for a plumbing matter and when I walked in I was in complete shock.

The job consisted of new flooring and paint throughout the house, drywall replacement, landscaping, new fixtures and countertops throughout, replacing a few doors and a bunch of plumbing & electrical work. 

Here in my market people don't pull permits for simple cosmetic changes.Permits here are typically for plumbing, electrical, roof, AC, windows, etc.

I just had over  $600.00 worth of plumbing done on my rental today for the 70.00 service call fee.

If this isn't an option then you can always watch Youtube videos to learn how to repair drywall, install plumbing fixtures, etc. 

In less than a week we have a new roof on the place, rough electrical almost complete and 50% rough plumbing done.

Here in VT standard code items like plumbing and electric have to be done by licensed contractors.  

Needs basic cosmetics and some plumbing. 

Ideally you would sub out electrical and plumbing repairs that require a permit because you aren't usually allowed to pull these permits and they will hopefully work quicker than you.
