My central AC stopped being cold (it blew air, but not really cold air).

I go by the basics-what are the comparable rents, hows the maintenance, what's the likelyhood of the bigger items like roof, heaing, air, etc.

Should I do an annual air test etc?

Two more questions;1) One (1) air handler per unit?

Adding 50% more square footage also brings in issues of larger or second air conditioning needed, larger water heater, etc.

Is the ventilation fan drawing out enough air and moisture?

It is fine if he doesn't qualify  under your standards, but just have him on the lease so if they are evicted ect he is also held responsible3) For the air filters, a company I used to work for would hold tenants responsible for this.
