“If the landlord makes an unlawful entry or a lawful entry in an unreasonable manner,” then the tenant may go to court to “obtain injunctive relief to prevent the recurrence of the conduct or terminate the rental agreement” and, in either case, “recover actual damages not less than an amount equal to one month’s rent” (A.R.S. 33-1376(B)).

Is there anything I can do to prevent this?

The moratorium and mortgage forbearance programs have effectively prevented millions of seriously delinquent loans from entering the foreclosure process.

You do need to enforce the weekly trash issue, but it looks like your question is more about how to prevent tenants from being mean to each other.

Quite often the best way to prevent losing on an investment is to reduce risk as best as you can without considering price.  

This seems to work wells as everyone knows exactly what the water bill will be each month, and prevents any negative feelings towards their neighbors.

Your eyes aren't good enough to do this (no ones is), buy a $5 crack card and check the widths and length of the cracks. 0.006" to 0.014" is normally fine but fill them in with epoxy to prevent rusting and water freezing and expanding in there again.

Thankfully this only affects buyers/sellers as the old doc/zoning on assessors site prevents problems renting out unit.

And in each case the charges are regulated and licensed and public, at least in part to prevent abuse.
