Texan asking about frozen pipes!

Hey BP, So in case, y'all are unaware we are having our first winter here in the great state of Texas. As such our plumbing is being tested and earning a C-. Just today I've had 5+ leaks due to bursting pipes within the portfolio that the company I work for manages. I'd love to get input from those of you north of the Mason-Dixon Line...

1. How the heck do we keep pipes from bursting?

2. Is this a tenant-billed item? (We asked them to drip the faucets to prevent such issues)

3. Generally does insurance cover this?

Lastly, can one of you come down and take your weather home with you? It's over staying it's welcome.
