If the floors are uneven then it always leads back to something structural and that is usually due to the foundation - this could be that it has simply settled a little over the years (or a lot/too much), it could be unmaintained gutter downspouts and grading that have caused foundation damage, or it could be more serious.More serious issues would be excessive settlement and contractors knocking holes through the support walls to modernize with newer mechanicals through the years.

We might have been able to dig a hole and find the gas line confirming where it was and removed the fence, The driveway for the neighboring unit went all the way around the property, so they could have used the West entrance for a day or 2.
