A perfect example of how buyers, sellers, borrowers emotionally need to focus and be driven by factors other than bottom line.

ouch. you probably tried this but many towns have a problem properties list...and maybe code inspectors can be called on to thoroughly investigate the property again and again and again...those things are usually complaint driven.
