Even if you do it per person what if the single person in the garage apartment likes to take a bath every night or even really long showers and washes their car every week and the family of four in the house takes quick showers in an effort to lower their water bill. 

I have already paid to get the drain snaked and power washed but they will not clean the mess so i will need to buy scraping and other tools from home depot. 

Yet another was actually the center of a local drainage wash (not noted on the latest topo). 

wholesalers that are not buying property for their own account and doing value add  like you and me.. their wash out rate I suspect is better than 95%. 

If you provide the washer, you may even get complaints about the size not being big enough or not doing a good job washing or drying clothes.
