The buyer should have the ability to cash out the senior loan with either a quick refi or CASH out of pocket .. if they dont or cant.. then well its just another situation that could end up in a real mess.

Senior lenders will all have their own take on how to handle it however you MUST assume that you will need to pay it off lest the senior lender then files forclosure and wipes you out..

I'd see if I couldn't get back with the city and have them give a little justification, work with them telling them that the tenants will have to pay it, they might take a different view messing with that many citizens, if they are just looking at you, they are probably thinking- deep pockets, one vote, no brainer!
