I am very active and connected in the Milwaukee/SE WI market and run several investor groups where we keep each other aware of referrals and people/companies to be wary of. 

Just ask them how much experience they have with running the business and can they do the deal like a commercial lease with the terms I've mentioned (I think those are fair terms). 

Of course, it requires financial resources, but it is an investment that will pay off in the long run.
