Additionally, most such projects are mixed use where the developers must add other units at market rates and even commercial retail, maybe throw in a new fire station and parks for the area, so all in all, there is alot to it.

There are lots of very simple and effective way to market that you buy houses without spending a lot of money from signs in the yard, bandit signs around the neighborhood, negotiating with a local business that has a blank wall facing a major street (think gas station on a corner) to hang a banner on the side.

The complex my daughter rented in had specific smoking stations located outside the buildings about 100 feet from front entrance with benches and can for ashes, and every tenant had to sign that there would be no smoking in any part of the building, including patios.

I have discovered that where I am stationed (Camp Lejeune, NC), I would never seriously consider investing here (in SFH or MF) because the purchase price to rental income is incredibly skewed and it would be hard/impossible to make the kind of returns I am used to back in Grand Rapids.
