Lots of people are shut-out of their home market for one reason or another. 

Would you accept a tenant for a $2,150/month rent with the following situation:- They own 2 restaurants so it is hard to verify their actual income VS the company.

I was thinking about putting a big pot with lemongrass or something right in front of the window so it just blocks enough that maybe the dog will shut up and she can still have her air in her window.

Lots of restaurants, decent sized, and historic downtown area. 

You cannot shut off the utilities.You do not have to have an attorney to do this although the process and paperwork can be daunting for someone who hasn't done it before and doesn't know the laws.

Location wise, it was close to the freeway and could walk to stores and restaurants but the negative factors outweighed the positive. 

However, I've only heard of one person getting shut down, likely because they were not running it well and the tenants complained to the city.
