Rules for such things as: how often to change HVAC filters, redo paint jobs, have a gardener come, check smoke detectors etc.Should I have the tenant or landlord pay?  

Colorado Springs in general attracts a large tourist crowd with Garden of the Gods, Pikes Peak, Olympic Training Center, and 5 military installations to include the Air Force Academy.

I am paying a little over $450 a month out of my own pocket for gas, electricity, water, sewer, garbage, gardener, and insurance.

We bought this duplex plus with garden unit in Park Ridge,IL.

I want to make a sunken garden in the old basement and have one or two food vending trucks or trailers (on the grade level).  

Weeding garden beds is a whole different issue.

Under our CA state Prop 65 Landlords must notify others even if our Gardeners apply weed killers and 100s of other toxic chemicals. if a renters kid or pet got sick we could be sued if we violated basic prop 65 rules.

One older garden style complex about 2 miles away that rents for $750 (all bills paid) for a 600 sq. ft 2 bedroom.Mine will be listed in MLS.Rentometer.com says $900 is reasonable for 2 bedroom and a good deal for 3 bedroom... however I don't really put a lot of stock in that analysis.Bryce, you said $900 is aggressive.
