Preventative Maintenance system

Hey BPs!

I just bought my first property and I am trying to figure out how to manage my maintenance for upkeep systems. Rules for such things as: how often to change HVAC filters, redo paint jobs, have a gardener come, check smoke detectors etc.

Should I have the tenant or landlord pay? 

 Is there a service where I could outsource these issues so I don't need to do every year? Any and all help would be appreciated!
