If it's a longer lease, then I would keep a close on eye on their behavior and use one of the clauses in the lease as a reason for termination if they break it.

I realized that I cant judge the behavior of a person even if they passed all the screening test, rental agreements and stuff.

WITH that skill, well it will be obvious a PM has that skill set because they will never present you a problem without also having solutions or suggested solutions right along with it, because they don't fear the conflict and solve problems almost compulsively.
