Yes is it going to mean higher insurance, probably, but you should keep in mind these are real cities with fairly sizeable populations and infrastructure that would be defended fiercely, and fortunately unlike the area around Shaver Lake the SoCal mountains haven't experienced anywhere near as much tree die off from the drought and bark beetles. 

Also, you need insurance so you can let the insurance company laywers defend against the lawsuit.
