I am not sure how someone would have a justification for taking the landlord to court for high electric bill unless there is a foreign load on the tenants electric (even just a common light can derail you).

Further showings allowed only with a written offer that the seller will accept / approved application with first, last & security from tenants.Agent and tenants wear masks and stay at least 6' apart.Buyers and prospective tenants are firmly instructed not to touch anything.Have the tenant/seller leave all lights on and doors/cabinets open to eliminate the need for touching them.Agent wipes down all handles, knobs, etc prior to locking up.Tenants have the upper hand at the moment.
