I do this for every rehab, and for me, it's a personal walk-through of the house that I do myself, not a checklist for someone else (and I'm normally big on checklists and delegating, but not for this super-critical task)...In fact, this is one of the few things that I don't trust to my contractors, my project managers or even my wife to do...you only get one chance to impress a buyer, an inspector and an appraiser, and if there are punchlist items that aren't fixed, you can easily blow a sale or take a hit on price.Basically, I step into every room, look at every wall, carpet and ceiling, open and close every door and window, test every appliance, test every electrical fixture (I even use an electrical tester on all the outlets), test every plumbing fixture, test the HVAC, etc.At first, I would walk around with an inspector checklist...but it's all second nature.

The remaining amount will be the actual rent allowance that the landlord will receive.For example 2932 Sussex:Zip code 60428 is range PRent for Range P for a 3-bed voucher is $2040Assume the tenant pays all utilities (here I used natural gas heat, natural gas cooking, electric, electric charge, natural gas charge, water heating, water, sewer, trash, range/microwave, refrigerator), all those for a 3BD equals $308 $2040 - Base Rent Amount for 3BD voucher-$ 308 - Utility Allowance for 3BD voucher (subtracted from base rent)____________________________________________________________$1732 - remaining rent allowance payable to landlordSo just remember, you'll have to subtract a significant amount from your rental income if tenant is responsible for the utilities.

It is unclear if he's licensed or unlicensed (I did ask my PM to verify this) but he did all the electrical and plumbing work on the house - and did not pull permits.

As Courtney mentioned, a problem at a 4plex can potentially affect multiple units (or all of the units), whereas a problem at one house will generally be contained to that one house....along those lines: if a problem occurs at a 4plex (like the electric going out, or a fire), it could affect all of your tenants, but a problem at a house only affects the tenants in that house...However, when you're doing things like tenant viewings, it is easier to only be driving to a single 4plex compared to driving around to four different houses (esp. if those houses are far apart).  ...also, the 4plex might only have one sewer main, one electrical main line, fewer windows/doors, and fewer things to break in general than four separate houses, which could result in lower operating costs...There are a lot of "double edged swords", too; for instance--it may be easier and cheaper to replace a roof on a single 4plex than on four separate houses.
