But the next two neighborhoods over have an HOA, are a bit nicer, and are a bit more, but their ceiling should be a decent amount higher.

I have yet to see anyone beat Provident's rates so I use them as a "Rate Ceiling".

The ceiling is probably 7' 8" and therefor neither legally living space nor NBA ready.

For reference, my crawl space is already about 5ft deep, I would want to dig to have a normal ~ 8ft ceiling.

If you look closely, you'll see the red Christmas Lights nailed (not stapled - nails, bent over to hold the wire) to the ceiling

If you pull the insulation back you can see the ceiling and in places you can see the top plate of a wall below.
