That is super tight, especially if their credit report and application shows a car payment, some credit card debt, not to mention all their other normal living expenses, like gas, car insurance, groceries, day care perhaps, entertainment, etc.

Most of them would entertain an unsolicited offer but you will have to do a significant amount of research to uncover who the owner actually is in order to deal directly with them.
