I would venture to guess that the criteria from investor to investor varies, so what is it exactly that you look for when evaluating a potential long distance deal? 

If you did your evaluation right for cap ex it should already be accounted for.

no, and no, and I think you should really evaluate your end goals because it seems like you are all over the place.

Hire a stamped engineer who doesn't do any hands on work to do the evaluation and, if needed, make recommendations for repairs.

Get a drainage/waterproofing company out there first to evaluate.
