That is definitely an older part of town and crime is higher (I wouldn't call it a war zone), but you have to go street by stree and almost block by block. 

They will then, likely hilariously to their chagrin, work with the Liberal house to reach an appropriate bill that will be a good solution for all, not a great solution.There is a cost to society of people being out on the street, evicted or foreclosed upon, without the ability for recourse.

Annapolis is great but you need to know the specific streets. 

I've stood on NYC streets and watched taxis not stop for black people but when I walked up they come to a screeching halt.Think before you speak.
