Stood in the kitchen and rattled off a couple things he found at the end of the inspection, whereas my preferred guy will walk you around the house and point things out.

Updated all lighting throughout, paint, exterior and interior, cleaned up landscaping, added new sod and landscape lighting stained all decks, window treatments, kitchen hardware, updated furniture and excellent photos.

I use a rental rehab checklist that breaks down each area of the property (exterior, interior rooms, kitchen, baths, mechanical systems, and misc).

If the building was deeply rehabbed after 1965 including new windows and doors it's worth going for a lead free cert.Did you know France banned interior lead paint in 1909.

Depending on where the bathrooms and kitchen are located, it is sometimes possible to re-route the piping externally without having to demo the slab.

Or maybe an unlocked window. other than than, you will have to get the owners permission and call a locksmith out. 

They usually come in about half that as long as they don't need all the windows and exterior doors replaced, but they can cost that much, so use that in your negotiations, that way even if the seller concedes to cover half, you might still get it all paid for.
