That's just a first glance, but that might lead one to lean towards Sacramento as a play for appreciation and rent increases over time, but lean towards Stockton for cashflow today since the prices are lower.... up to you what your goals are.Anecdotally, you hear a lot more people saying "I'm taking my high income job working from home, and moving my 'home' to Sacramento, and just driving to the Bay Area once a month for the monthly work meeting!"

The company continued to collect deposits with no ability to do the work. 

So to recap, should I pull equity out of all four properties now, locking in a current interest rate and freeing up cash for new investments, or should I pull out just enough equity for a next deal and play them one at a time?

I've looked at Detroit, Baltimore, and Tucson to start, and will continue exploring.

Even if the are not giving you much cash flow, the appreciation play in great areas can be smart provided you can cover your monthly nut for a few years till appreciation does its thing.
