You can do this online while we're social distancing.  

I’m also in the same position - My business is just me with taxes filed under my social security number, and I don’t pay myself a wage or salary, I just transfer funds as I need them.  

There are no exceptions and it is tracked by your social security number. 

From my experience this far all building departments are remaining open and are each enacting their own methods to promote Social Distancing.

But me and the other tenant have mild respiratory issues and this tenant is not following the caronavirus social distancing rules.

This way I don't waste my time with inspections until I know the seller is on board.So far, I haven't had to check out any properties since this started, but I would be very carefully practicing social distancing, not touching anything in the house, and then doing to same decontamination my wife (who is a midwife) does when she comes home from any location where there is any risk. 

There are other strategies that work better (but still use the sell high buy low as a component). 

Now, you may be taking advantage of the ADU code for other components- but if a project is under 500 square ft, there are no fee savings........As for fees-  You are exactly correct.
