Hud owner occupant insight and requirements or exceptions

18 months ago I purchased a house from hud, as owner occupant, with cash from previous sale of my residence. I’m now looking to move and interested in a new property listed with hud as it is in my preferred area. Am I required to wait until the investor period to make an offer although I will genuinely be considered an owner occupant and because it has not been 24 months yet? Are there exceptions to this if not what is the reasoning for 24 months if you are technically allowed to sell owner occupied properties after one year?
