your correct there are about 12 companies that support all manner of this type of business most located in Utah... this is the way the business has always run  from the days of Carlton sheets dave del dotto  and all sorts of other motivational type speakers and presenters in many different fields. 

The cheapest option is to use the direct mail houses INDICIA which is their bulk permit info in the stamp area.We mail all our postcards with Standard Bulk Pre-Sort to get the best price on postage.

I live in the UK and have a question in regard to Probate / Real Estate Investing.I don't have any experience in marketing to these sort of potential clients and I need help in how best to market and contact these sorts of clients.

What are the approximate costs to start the process and what sort of total costs would I be looking at?

This has less to do with any of the other residential/commercial designations above and more to do with the perspective of a residential rate being for SFR and small MF and anything denser is 'commercial'.In your scenario it's not clear...but is the utilities department holding up your building plans, or some sort of right of way or public utility connection plan? 

I'd push for a year unless the work done was some sort of stopgap measure with no guarantees.
