If you're not either a California State licensed real estate sales person and/or broker or a licensed manufactured home salesperson and/or dealer I'd be very careful getting involved with any type of sales transaction.

Here's the problem, every industry has their gurus who teach or give instruction for a fee.

I received a judgement from the court, or whatever it was called (this was Milford District Court) and the judge instructed them to pay. 

Personally, unless the seller instructed me not to, I'd have written your offer and presented it.

I would include the fee for the garage in the cost of the apartment with instructions that the garage door is to be closed as soon as a car has entered or left. hopefully you have garage openers.. also state owner is not responsible for lost or stolen property.  

Get an engineer or consult a code book or manufacture's specification guide.
