If we wanted to utilize the basement floor, we would also need to bring in an elevator.

I would put together a complete construction package with plans and elevations, complete cost information including allowances and they would market that package on the MLS.

If the property is in a flood zone, but the house first floor and any mechanical devices are above the right elevation, you can significantly lower your flood insurance to a rate that could be very reasonable. 

I'm partial to Central Florida for its economic growth, higher elevation, and insulation from hurricanes relative to the rest of the state.

just look at Canada, they have forced speech now.

Most of the time they do not allow alterations to the elevations.
