From what I remember on that job, the bank wanted the package appraised for internal purposes and as they were all rental households operated by same owner, in the same small town Ohio, we were able to knock out like 128 units (mixture of SF and MF buildings) as a "single economic unit", or operated as an apartment essentially.

In order to get septic approval the County Health Dept requires that we use one of their 'certified septic planners' to do a site visit, take measurements, dig test holes etc.

It might be something to do with larger-scale economic factors (city heavily relies on a large employer/industry sector), or might be due to some sort of new local issue, or, again on the employer bit, maybe there's a large number of military families living there that are being transferred (I'm not military, that might not be realistic).Whatever the underlying issue is just do your due diligence finding out what it is.
