Check the filters to make sure they don’t need to be replaced and/or have a bunch of long hair stuck on them and need to be washed?

It's not a cut and dry answer, it should be evaluated for each particular property. 

In my most recent purchase which is 90 years old my building inspector discovered the whole subfloor to the first floor that fortunately has access to it from the basement has dry rot and has to be rebuilt.

If tenants tear up a piece or a section, they can be cut out using a box knife and replaced easily enough, or if your help has a little patience they can be removed using a hair dryer or heat gun.My favorite color (cherry) is on sale right now. 

If I were building a new house, I would require my first draw after i poured the foundation, another at dry in, another at frame inspection, another after paint, then the final after punch list.  

Seems the general consensus is "yes" to major appliances (fridge, stove, microwave) and "it depends" for stuff like wash/dry

State facts to her and get her out of your hair, but personally, I don't succumb to empty threats.

Note before I moved in the floor was vacuum but there was a sweat stain on the wall, tons of short black hairs in the bathroom tub, and a toilet paper behind the toilet (suggesting floor wasn't swept).

The interior is dry, as is the basement, despite strong rains.

My rental duplexes are cash flowing but I could always use more:)I have been working with a realtor in the area where my duplexes are, but it seems like the supply of duplexes have dried up.
