I always expect the tenant to care for their own yard (except in the apartment complexes): keep it green, growing and trimmed.  

I think staying in a monotone color scheme of that sage green would be best.  

The city includes plans (commitments) to build new firestation, police station, and green space in my area with the casino revenue.

My advice would be to focus on your present/future investing, you made money, not the most, but you're in the green. 

For example, the front of the house siding has green mildew all over the face of it.

I know many seasoned investor would tell me to stay from Class D areas but since I grew up in a class C/D in the Greene County area and my wife in the class D Birmingham area, I wanted to help the housing community and the people in it.
