I think the guy offering has the intent to get the property re zoned as it is the last house in a neighborhood on the edge of a high traffic retail zone.

I know from the county web site that the apartments were purchased at a bankruptcy sale many years ago and longtime residents tell me when the place started accepting HUD tenants, "that's when the drugs came in."

As to Butte County I see they have trailers they were going to put in Chico on a piece of property, but some of the neighbors got up in arms and stopped it, complaining about traffic, and the usual NIMBY stuff.

What I find intriguing is that there is an enormous amount of information available on the web about wholesaling, but almost nothing available about options to purchase real estate (note: I'm not talking about lease options). 

Also, like Prague, Krakow is a beautiful city that receive a lot of tourist traffic. 

I've had realtors recommend properties that are unsafe for children (too much traffic, a swamp area in back of the cul de csac, too close to a drug rehab center, etc, etc) If you are going to put your hard earned money into a project, take the time to make sure it's one you want to keep.

It's more affordable, there's a lot less traffic and in general, it's a quieter way of life.I know there are a lot of out of state investors here on BP.
