Hmm;  sounds like Offer, Acceptance, EMD, reliance upon good evidence of the PAL - - time to push the lender with legal notice of damages caused by the PAL.

Some lenders will ask for evidence from the heloc lender what the payment would be based on the anticipated amount drawn for the transaction or just calculate it from the note.  

I never believe anything anyone says unless it's backed up by factual evidence (like the previous renter had 2 large dogs, something specific from one of the neighbors who did in fact know that they had two large dogs).

You have no evidence this is how they operate.

Upon inspection it was evident that the property was a flip implementing incredibly poor construction techniques and materials.

When she moved out, there was a huge mess made on the home, (Trash, carpet was left extremely dirty, messy toilets,  dirt and animal fur all over the place and strong smell of cats including evidence of cat claws on the carpet steps.
