It’s all one lump sum and from what I can tell the only stipulation is that you can’t evict during the months that have been paid unless it’s for safety or criminal reasons and then you have to pAy the money back.I’ve qualified for the state program, the program from the city of Houston and harris county, and my usual hopwa grant.  

A good realtor will be patient with you, run sold and rent comps (if a rental) and draw up a lot of offer docs for you before you get one accepted.

If the landlord is doing something shady then there should be other easier avenues to pursue (health and safety violations) and you could tack this on to make your case.

When the turnkey operator IS the PM you're loosing multiple points of reference and safety checks in the process. 

So you don't report her in hopes that you can at least collect enough rent to cover some of the damages while she continues to destroy.You'll just have to stay patient and let the system work . . . eventually.
