Problematic Section 8 Tenant in Baltimore City

We have a very, VERY problematic tenant. She is a substance abuser, mentally ill, etc.. and has done insurmountable damage to the property. With the pandemic being what it is its been almost impossible to evict her. She's broken every window in the unit and each time we replace, she breaks them again and promises to continue. Section 8 just inspected and failed the building thanks to her destruction. If the building fails again due to her rebreaking the windows etc.. will they deem it unsafe and force her to move to another property? Any ideas for getting her removed otherwise?

Isn't our judicial system wonderful? If HUD cuts off her assistance, you get no money and she can't be kicked out. So you don't report her in hopes that you can at least collect enough rent to cover some of the damages while she continues to destroy.

You'll just have to stay patient and let the system work . . . eventually.
