ACHA inspections are guaranteed to find something for you to fix ... it's their job, they have to find something.  

They claim (but don't guarantee) the houses will appraise for more then the purchase price and cost of the flip.

This is also assuming you have a decent net worth to provide a guarantee.

Filing a complaint with could open a can of worms not only with the other tenants (as they stand to lose their Section 8 benefits), but also with the Landlord who stands to lose his guaranteed income or have to spend more $ bringing the property back up to the level it needs to be in order to be able to rent to Section 8 tenants.OR you could put together a creative offer to purchase the property from the Landlord.  

Their reasoning was that the options may never be renewed so they are taking a risk on the total lease value over the years.So you could have a 50 year lease but only an initial 10 year guaranteed with 40 years of 8 five year options.
