Has anyone seen just a Property Maintenance company out there that's hired by PM's?

You can hire a property manager he ca. set you up in his system as 25% owners and you all get a draw equal to your portion of the net proceeds.

Hiring someone to do the turnover will likely be slightly more expensive, but should hopefully be a little quicker. 

In such case, you would hire an asbestos removal company although some contractors are equipped to work around asbestos.

I recommend you hire an eviction service and have them do this for you.

I have always hired a general contractor and his crew to do my rehabs. 

Before I give my response to where I need to react to one section of your post- "I manage my own properties"  In my opinion before investing out of state you should hire the right property management company to manage your properties locally.

You can hire any CPA to get a power of attorney on file with the IRS and pull the transcripts for you.
