Who I can hire to inspect the apartment and break down all cost need to repair for that apartment? Is that different between contractor and inspector and how much cost to hire them to inspect give me report total cost for repair or replace like electrical systems or plumbing or roof ?

Depends on where you live. Some larger cities have inspection services that work for Property Management companies. Have you tried asking around locally?

If that's not available, you could try asking a home inspector if they would do it. They already take pictures and provide electronic reports. The job would be easier than a home inspection because they aren't testing all the outlets and appliances, walking the roof, crawling the attic, etc.
