If so is there a typical investor profile? 

It's people who understand that it takes effort to become successful, typically from CA at this point, and have a way of showing those characteristics, do best.

I am not typically litigious, but this situation is unacceptable.

all materials, all labor costs to others, Not you, utilities, interest payments, permits, licenses, auto/truck expenses, tools needed are all deductable. 

Although Reunion community does typically cater to a different demographic so it won't be as much of a pitfall.

Typically, the tax is based on the assessed fair market value of the property at the time of the transfer, even if it’s not a traditional sale.
