In this case, this person has the discount points section blank, implicitly that's understood to mean if they can get 3.5% via paying ANY amount of points (presumably up to, but not beyond, the legal limit, since contract terms requiring law-breaking are generally unenforceable), it's not a valid "out."

Yes. 1/1 would mean one bedroom one bathroom. 2/1 two bedrooms one bathroom.You can also ask for a rent roll which should specify exactly what the unit mix is. 

Cost of repairs is not simply looking at a bathroom and saying "OK 5K for this rehab".

If it will be unlivable during that time, like no bathroom use then they will have to go.

We eventually finished the basement and made an actual bathroom with a shower around it but I miss my strange lonely toilet!
