You could drive for dollars (drive your market and look for vacant/abused properties), set up some bandit signs (we buy houses signs), or start a direct mail campaign.

Instead of focusing energy on finding finders and navigating shaky situations I would suggest you invest your energy on learning the new laws and getting the proper documents and systems in place to execute marketing campaigns to find the investment dollars you need.
