Mailer campaign on Tax Delinquent properties

Looking for advice on marketing to properties that are getting ready to go to tax sale.  Not sure if I should include certain verbiage in my letters to specifically address the owners tax issue or whether it is better to use a generic letter to begin with.  

Has anyone had good success with this strategy in tax lien states?  I am in Indianapolis.  Any advice is welcome.  My end goal is to wholesale these properties.
