Unfortunately if you're just starting out and have nothing, you feel you're getting left behind.

But these are exceptional circumstances, and depend on the investor having information that most people in the community don't have, so it's probably something that is reserved for investors who are already successful and / or have political access.

The right loan for your circumstance is going to depend entirely on what your goals for the property are.Is this a value-add play with a refinance in month 18 and a 5-7 year hold?

Unfortunately, the housing market in the NJ/NYC area is very competitive and more expensive so I am setting my eyes around Texas.

They did try a remedy the water leak, unfortunately it was creating a mold and unsafe conditions for tenants.

Unfortunately we go into most leases with some unknowns, if they check the other boxes you are probably fine.  

I'll look into that option with owner and hopefully I'll have a buyer with these circumstances
