Now that HOA has a mandatory requirement of cleaning these vents once a year, is it ok if I make this tenant's responsibility and have him pay for the same and provide me a proof receipt the cleaning was done?

You could do a lease option and still collect rent without having the responsibility of taking care of it. so maintenance costs you 0
