Dryer Vent & Fireplace Chimney Cleanup in NJ. Who should pay for it

Hello,

I am renting out a property in NJ and have a professional cleaning service do thorough cleaning of dryer vent as well as fireplace chimney before the tenant moves in. Now that HOA has a mandatory requirement of cleaning these vents once a year, is it ok if I make this tenant's responsibility and have him pay for the same and provide me a proof receipt the cleaning was done? Any advice would be appreciated. Thanks
